Ganja seized at West Kameng

ITANAGAR, Dec 14: As much as 300 kg of cannabis, commonly known as ganja worth rupees 3 lacs was seized from Gaikot near hanging bridge at Balemu under West Kameng district yesterday evening. Superintendent of police West Kameng district Nupur Prasad informed that 23rd BN of SSB while on a patrolling duty found a bag without any owner. The patrolling team immediately alerted Balemu police station and Ganjas were seized. A case against unknown person has been registered at Balemu PS and investigation launched.

 

Governor meets Andhra CM

ITANAGAR, Dec 14: The Governor of Arunachal Pradesh General (Retd) J.J. Singh met Chief Minister of Andhra Pradesh Kiran Kumar Reddy at Hyderabad today and shared ideas for developmental initiatives taken up in their respective States.

The Governor, who is on a two-day official visit to Andhra Pradesh, requested the Chief Minister to increase the quotas in higher studies for Arunachalee students in colleges of in State. He also discussed on areas of prospective exchange programmes for the students.

Review meeting of TTMFT

PASIGHAT, Dec 14: The organizing committee of the 12th Tadar Tang Memorial State Level Football Tournament in a review meeting here today rescheduled the tournament to January 11 due to some technical reasons.

A meeting chaired by ADC (in-charge DC) Nidhi  Shrivastava (ADC) and attended by SP Puspendra Kumar and organizing committee members reviewed the latest preparation done by various sub-committees entrusted for food and lodging, transportation, ground preparation, cultural, security etc.

AR distributes solar street lights to villagers

ITANAGAR, Dec 14: The Assam Rifles under Military Civic Action Programme handed over five Solar Street Lights to the villagers of Jongji Havi and three Solar Street Lights to Longsang village of Khimyong Circle, Changlang district in two separate functions on December 10.

The function were attended by Officer Commanding Khimyong Company, Gaon Bura of Jangji Havi village Nokjen Pangtha, Gaon Bura of Longsang village Taken Ngemu, and eminent members of both the villages.  The scheme carried out under Directorate General Assam Rifles, Military Civic Action Programme will largely contribute in mitigating hardship faced by the people of these remote/and far flung  areas of Changlang district and also towards boosting good relationship between security forces and the local people.

 

AAPFWU nullifies AAPWU’s demand

ITANAGAR, Dec 14: All Arunachal Pradesh Forest Workers Union (AAPFWU) has nullified the demand of the All Arunachal Pradesh Workers Union (AAPWU) for removal of labour commissioner Ojing Darang.

Terming the allegations leveled against the labour commissioner as baseless, the AAPFWU said that the name of Darang is being dragged by AAPWU with malafide intension to tarnish his image. Darang is a good officer who always stood for the welfare of the labour in particular and the people in general, the Forest Workers Union said. Regarding land encroachment, the AAPFWU said that since the matter is sub-judice, no interference  by organization is required. It appealed the  AAPWU to withdraw is proposed agitation.

 

Consider SSA teachers’ demand: ANYA unit

ITANAGAR, Dec 14: All Nyishi Youth Association (ANYA), Papum Pare district has appealed to the Chief Minister to consider the genuine demands of the SSA teachers for regularization of their service at one go.

In a  appeal letter to the Chief Minister, the ANYA unit said the state Govt should understand the sentiments and suffering of SSA teachers who have been rendering their service in inaccessible areas of the state since the implementation of SSA mission in 2003.

Saying that the on-going pen down/tool down strike will hamper the academic career of the school going children, particularly in remote areas and demoralize the parents and guardians, the  ANYA district unit said the genuine grievances of SSA teachers are not fulfilled even after the cabinet decision.

 

National Energy Conservation Day celebrated

ITANAGAR, Dec 14: The National Energy Conservation Day was celebrated at Green Mount School here today.

The function included PowerPoint presentation on the need to conserve energy by SK Shahi, Project Officer, APEDA. Students from VKV Chimpu also presented two working models on energy conservation. Besides students and teachers of Green Mount School and VKV, Chimpu, the function was attended by the Secretary, Green Mount School, Higio Aruni, R. Singh and Asi Linggi, Deputy Directors, APEDA. The programme was anchored by Likha Tatam, Suptt., APEDA.

The function was organized by Arunachal Pradesh Energy Development Agency (APEDA) and was sponsored by the Bureau of Energy Efficiency, Ministry of Power, GOI.

APEDA has been making a continuous effort in creating awareness on energy conservation by holding such functions. Conventional sources of energy such as coal, oil and gas are scarce and exhaustible. Energy prices will rise in the long run to reflect scarcity and high cost of exploration and extraction. Hence, all attempts need to be made expeditiously to ensure the optimal use of all sources of energy, an official release said.

It is high time that we switch over to non polluting sources of energy and also adopt energy efficient technologies and save the world from Global warming and Climate Change, the release added.

 

Two-day ‘Raas Leela’ festival begins at Nirjuli

ITANAGAR, Dec 14: A two-day ‘Shri Krishna Raas Leela’ festival organised by Krishna Raas Leela Committee, Nirjuli has begun at NERIST, Nirjuli here today.

APPDSU appeals SSA teachers to call off stir

ITANAGAR, Dec 14: All Papum Pare District Students’ Union (APPDSU) appealed to the agitating SSA teachers of the state to call off their pen down strike in the larger interest of the student community.

The ultimate sufferers of the on-going tussle between AASSATA and the Government are the students as most of the govt schools in Papum Pare remained closed for more than 10 days for no fault of their own.

APPDSU also condemned the reported manhandling of regular teachers by AASSATA members for taking classes in their schools.

APPDSU urged the State Government as well as department concerned to immediately sort out the grievances/demands of AASSATA so that the academic studies of the students are not disturbed.

The union urged the principal/headmasters of various Govt schools of Papum Pare to direct the teachers to attend school and take regular classes failing which the union would be compelled to initiate legal action against the defaulters.

Meanwhile, APPDSU demanded the State Government to stop transfer and posting of those officers, who have been posted in Papum Pare and whose term is not yet over as per the Govt. Service Rule. At the same time, the Union demanded for transfer and posting of all the officers, who are serving in the district more for than 3 years.

Any transfer and posting of the govt. officers should be done as per the guidelines prescribed under govt. service rule and not in the interest any individual/party, APPDSU said in a release.

 

Society mourns’ social worker’s  death

ITANAGAR, Dec 14: Tadar Abu Charitable Society (TACS) had deeply mourned the sudden demise of Tadar Tari, BDO, who died at Naharlagun based hospital on Dec 13 last.  He is survived by his wife, three daughters and a son. Born at Lantey Lotey village of Nyapin circle under Kurung Kumey district on July 13, 1970,  he joined as BDO in 1991 and was serving as BDO Kimin. He  was an active social worker and  worked for the cause of the Tadar Abu clan, the society said.

His death is an irreparable loss for the society and the community as a whole, the  Society said in a condolence message.

 

AEKSU distributes relief items to fire victims

SEPPA, Dec 14: All East Kameng Student’s Union (AEKSU) today distributed utensils, blankets and some necessary household items to the victims of the fire accident at Rajabapak Colony on the mid night of December 12.

While appreciating the district administration for providing immediate relief to the victims, AEKSU appealed to all Seppa dwellers to replace their old electrical wirings and also not to connect directly power from the pole through hooking etc. to avoid fire caused by electrical spark.

 

Orgs mourns death of BDO

ITANAGAR, Dec 14: Arunachal Pradesh Football Association (APFA) has condoled the death of Block Development Officer Tadar Tari.

Tarih was a good football player and represented state team in many tournaments, APFA said in a release. While conveying its heartfelt condolence to the bereaved family, APFA prayed for eternal peace of the departed soul.

Nyishi Elite Society (NES) also condoled the untimely demise of Tarih and prayed for eternal peace of the departed soul.

 

National Integration Youth Leadership camp

ITANAGAR, Dec 14: The National Youth Project (NYP) engaged in channelizing the youth energies to contribute productively for nation building since its inception in 1970 will organize an eight-day National Integration Youth Leadership camp at Nampong in Changlang district from December 24 next.

Agriculture, Horticulture, Dairy Development & Animal Husbandry Minister Setong Sena, who has extended all possible support for the event, will inaugurate the camp.

NYP is striving hard to inculcate the feeling of brotherhood in the minds of the Indian masses, especially the youths so that they rise above the barriers of race, religion, region, language, etc and consider themselves as Indians.

The NYP conducts about 10 camps and other programs annually. The programmes are: National Integration camps, Communal Harmony camps, Children Festival, Health camps, Literacy camps, Relief camps for victims of natural calamity, Women camps, Camps on Management Courses, South East Asia Friendship camps, besides conferences, workshops and seminars. It also runs various training institutes and schools in different locations of the state.

 

Panggeng visits historical place

YINGKIONG ON, Dec 14: Parliamentary Secretary JK Panggeng inspected Tote Liireng Gumin Lisum, a historical and secret spot located at Geku Kumku village of his home constituency on December 10.

While visiting the place Panggeng said that the site can be developed to a place of tourist attraction, if proper the sanctity of the spot is properly maintained. He asked the people not to disturb the sacredness of the sacred spot.

Later, attending a public meeting at Geku-Peram village, Panggeng suggested the villagers to take up tea cultivation for economic benefit.

Pemba imparts  training to karate players & officials

ITANAGAR, Dec 14: A training for judges, referees, coaches and karate players from all over India was conducted by Tamon Pemba, chief instructor, international NSKF, Japan at the newly constructed Shoto-Kan Training Hall, Naharlagun yesterday.

Pemba imparted training on latest karate rules and regulations, including types of tournaments, styles, types of disqualification, training methods, practice etc. to over 300 players and officials, informed Arunachal Karate Do Association president Sensei Likha Tara.

ITANAGAR, Dec 14: Arunachal Pradesh dominated the day-1 of the 7th NSKF National Shoto-kan Karate Do Championship by winning as many as 31 medals, including 9 gold, 7 silver and 15 bronze today.

 

Goda Asha led Arunachal from the front in medal hunt by striking a gold medal each in Kata and Kumite events in U-16 year category. Centre  keen to develop farm sector in Arunachal’

Krishi Expo extended for one more day

ITANAGAR, Dec 14: The Union MoS for Agriculture and Food Processing Industries Dr. Charan Das Mahant said that Centre is keen to extend full support to the development of farm sector (agri & allied activities) in Arunachal, which has a suitable agro-climatic condition and available land. He was addressing the valedictory function of the first ever Krishi Expo-2012 & Kisan Mela at Indira Gandhi Park here today.

On the demands and proposals for infrastructure facilities and technical Institutes to boost the farm and food processing sectors, he assured to take up the matter with the Union Minister for Agriculture Sharad Pawar at the earliest for speedy approval. He called upon Arunachal Pradesh to be a pioneer in organic farming in India considering its suitable agro-climatic conditions. He also spelt out the fund earmarked under various schemes for the state like, Rashtriya Krishi Vikas Yojana, Horticulture Mission including Rs.342 crore under National Food Security Mission.

He asked to implement and utilize judiciously the fund allotted under the various Central schemes for the growth of the farm sector. Centre will give full support for meeting the demands for agri-allied sectors and reiterated to put full efforts for expedite sanction.

The produces like Kiwi, oranges, walnut and apple which he had observed in the fruit show are of export quality which if marketed outside will fetch good returns for farmers and asked marketing boards of the state Govt. and Centre to provide all support to the farmers in marketing their produces. Under food processing sector, he asked entrepreneurs of the state to come forward.

The MoS also lauded the State Govt. for according top priority to agri and allied sector and he was also happy with the enthusiastic response of farmers during his visit to the various stalls put by the growers.

Chief Minister Nabam Tuki speaking on the occasion, reiterated that food and farm income security is the goal of the state to make Arunachal a leading agro economy. Responding to the popular request of the farmers and the huge response, the CM announced for extension of the Krishi expo for one more day, making it a four-day event

In view of the top priority accorded to the sector, he informed that remarkable growth in agri, horti and livestock sectors has been made. He thanked the GOI for extending the National Food Security Mission (NFSM) to the State adding that with the launching of the NFSM the target rate will be achieved. He said 195% growth rate in Horti produces like Kiwi and Oranges have been achieved adding that in fishery high altitude fishery has been given special focus. He hoped that the vision of a vibrant agro-based economy of Arunachal is achieved and called upon the farmers to share the knowledge gained during the expo to fellow farmers.

Earlier, extending his welcome to the dignitaries, farming community and others, the Minister for Agriculture, Horticulture and Animal Husbandry and Veterinary Setong Sena urged the Union MoS to also extend the National Food Security Mission --Pulses to the state as the state’s agro-climatic condition is congenial for Pulses. The state is included under NFSM-Rice by the Union Ministry of Agriculture.Apprising the difficulties faced in facilitating adequate marketing support to the farmers resulting in huge post harvest losses of farm produces, he urged for sanctioning of a proposal for 8 Reefervans (2-2.5 MT) capacity pending in the Ministry of Food Processing Industries adding that the 25% state matching share is already allotted in the current annual plan. He also urged for establishment of College of Agriculture for producing technical manpower. He thanked the CM for assuring to allot 25 acres of land for setting up a wholesale market with space for holding future Krishi Expo as an annual event to revamp the marketing system.

The parliamentary Secretary for Agriculture Likha Saaya gave a brief overview of the Expo adding that with such initiative market has started coming closer to our growers. Informing that the main highlights have been launching of Chief Minister’s Agri-Mechanisation Programme”  and Zero interest Kisan Ceedy Card (KCC) programme through AP Cooperative Apex Bank by the CM on the inaugural day on December 12 last. Farmer centric events, involvement of rural youth in farming and marketing has provided good exposure, he added. Altogether 10000 farmers have participated.

Orange, Kiwi, flower show, livestock and fishery exhibition, dog show, sale of organically grown value added farm produces by the AP Agricultural Marketing Board in the brand name of “Taste of Arunachal” were the other main events. Besides Corporate Houses, Food Processors and Traders also came under one roof, he added.

The Parliamentary Secretary (Horticulture) Honchun Ngandam  in his address called for relaxation of cost norms for the proper implementation of central schemes, like Horticulture Mission for NE and Himalayan States, Rashtriya Krishi Vikas Yojana for the best interest of the framing community. He also put forward the proposals for establishment of Central Institute for Temperate Horticulture at Shergaon, Central funding for R& D works in collaboration with ICAR, central funding for establishment  of food processing unit at Itanagar, up-gradation of present ICAR to a full-fledged ICAR complex, central funding for development of a permanent Krishi Expo site cum agri-horti produce auction centre  and central assistance for running of Horticulture Training Centre at Dirang, Jomlo and  Jairampur.

CM advocates for comprehensive financial plan in banking sector

TANAGAR, Dec 14: “We require a comprehensive Financial Plan in every district so that every village and its habitats are included in the manifold of banking services”, Arunachal Pradesh Chief Minister Nabam Tuki said while addressing the bankers in the State Level Bankers’ Committee (SLBC) meeting held here at State Banquet Hall yesterday.

He became the first ever Chief Minister in the state to attend a State Level Bankers Committee meeting convened by the State Bank of India.

While appreciating the efforts made by the banks to cover banking services to every nook and corner of the state, Tuki assured them all possible assistance in the form of road connectivity, housing amenities, electricity and water supply.

The chief minister informed the bankers about the employment avenues being generated by his government and sought their help in realizing it.  While referring to various developmental programmes like Mukhya Mantri Paryatan Vikas Yojna, where the educated unemployed youths are being provided transport subsidy to the tune of Rs. 3 lakh, Chief Ministers Agriculture Mechanism Programme, Kisan Credit Card, Chief Minister’s Livelihood Mission, he underscored the role of banking institutions in making these programmes successful.

“We must expedite setting up of Rural Self Employment Training Institute in every district so that our local youths reap the benefit of skill development training” Tuki emphatically said. He declared that the existing Rural Self Employment Training Institute at Yupia would be strengthened and function full-fledged with adequate beneficiaries from the coming New Year. Simultaneously all other district would be cover with this programme, he informed.

The chief minister also assured that he would issue directives to the concern departments to find out ways to recover the government sponsored loans like Prime Minister’s Employment Guarantee Programme (PMEGP), Swarna Jayanti Grameen Sarojagar Yojana (SGSY), Khadi & Village Industry Commission (KVIC) etc. from the beneficiaries.

“Poor recovery rate for loans provided under government sponsored schemes, low credit-deposit ratio and unavailability of banking facilities in rural and interior areas of the state besides insufficient number of ATMs in population concentrated areas like the state capital complex are some areas of concern which we need to jointly address,” Tuki said.

Besides, pressing for currency chests at Koloriang, Tuting and Anini, the CM advocated for opening of sub-treasuries in various Sub-Divisional Headquarters where banks already function.

Tuki made a special request to the private bankers to enlarge their reach to rural areas also by opening new branches there. “It is seen that 23 banks with 51 branches are concentrating in Naharlagun-Itanagar area alone” he observed.

The chief minister concerned over repeated security breach and fraudulent activities meted to the bankers and banking institutions, assured to provide adequate security especially during transferring of money to the ATMs. He also referred to the fraudulent cyber crimes and fraudulent transactions and asked the bankers to come out with suitable measures to check the menace.

Among others, Development Commissioner R Negi, Special Secretary Finance Swati Sharma, Senior RBI Officer, SBI Officers, DCs, Head of Offices, Branch Managers were present in the meeting.

 

 

Arunachalee weightlifters continue to shine in  Ntl Weightlifting C’ship

ITANAGAR, Dec 14: Arunachalee weightlifters continue to shine in the 8th National youth Weightlifting Championship in New Delhi with Sambo Lapung creating another three national records in 69 kg weight category today.

Lapung broke the national record (of snatch 117kg, Clean and Jerk 146 kg total 258 kg) set by K. Lalhanba of Manipur in Youth National Weightlifting Championship in Manipur in 2007 by lifting a record total of 265 kg (Snatch 118 kg + Clean & Jerk 147 kg).

Lapung remained on top after the final attempt to clinch three gold medals.

Yesterday, Jimjang Deru broke a 7-year-old national record created by Olympian Suken Dey under 50 kg men’s category.

Sambo had also won 3 Silver medals along with Jimjang, Kojum and Hitlar at Commonwealth Youth Championship at Apia, Samoa on June 4 this year.

Another upcoming lifter Lalu Taku also won 3 Silver medals in 62 kg weight category.  Taku lifted 100 kg in snatch, 130 kg in clean & jerk with total lift of 230 kg.

Premita Devi and Kaduk Ori are the Coach and Manager of the Team.

Indian Weightlifting Federation Joint Secretary and President of Arunachal Weightlifting Association Abraham K Techi, who is attending the Championship as officials of the organizing committee, was all praise for Lapung, Deru, Taku and their Czechoslovakian and Indian coaches for their record-breaking performance. He also credited the outstanding performance by the state’s players to Army Sports Institute Pune, especially captain SS Rao.

 

 

Mega rally against opium at Khimyang held

CHANGLANG, Dec 14: A mega rally against opium poppy cultivation and drugs addiction was organized at interior circle headquarters Khimyang near Indo-Myanmar Border of Changlang district yesterday.

Addressing the rally Changlang Deputy Commissioner Chanchal Yadav appealed one and all to generate mass awareness on ill effects of drugs abuse. She suggested the villagers to go for alternative crops like Cardamom, vegetable cultivation which can fetch good returns to the farmers.

She informed that the government is trying its level best to control opium cultivation in systemic way and reminded the public of their promises made before district administration during 2010-2011 that they will give up opium cultivation from 2011-2012 onwards.

Tirap Deputy Commissioner Dr. Sachin Shinde said that let us forget about the old people but we must protect the young generation from all kinds of drug abuse. The young generation should realize the ill effects of opium and they should not ruin their life. He informed that the opium is totally a banned substance and illegal cultivation of Poppy without obtaining proper license is punishable offence with 10 years rigorous imprisonment or fine up to Rs One lakh.

He further informed that opium cultivation is rampant in five districts of eastern region of the state, including Longding, Tirap, Changlang, Lohit and Anjaw. He asked parents to take proper care of their children so that they do not indulge in opium or any other drugs.

The SP, Tirap, Vikramjit Singh disclosed that, inspite of ban, people continue to cultivate poppy which has been detected through satellite images. He said drug addiction is more fatal than smoking Bidi or Cigarette. The SP asked the people to abstain from opium addiction. He further informed that Government is always ready to help those who want to give up the bad habits.

Earlier, Khimyang Circle Officer Bamin Tarang explained the main objective of the rally.

Poi Pee Mau begins with traditional fervour

ITANAGAR, Dec 14: Chief Minister Nabam Tuki attended the inaugural day of Poi Pee Mau, the New Year festival of Tai Khampti at Poi Pee Mau Ground, Namsai, today. He extended his greetings of peace and development to the people of Namsai area on the occasion. The festival will be celebrated for three consecutive days.

 

Rajya Sabha Mukut Mithi, MP, Lok Sabha Takam Sanjay, Tourism & RWD Minister Pema Khandu, CT Mein (Parliamentary Secretary Environment & Forest), Nang Sati Mein (MLA-Namsai), PD Sona (PS Tourism), Karikho Kri (PS PHED), T.N.Thondok (PS PWD) were other dignitaries present on the occasion.

The Chief Minister while addressing the gathering termed Namsai as Mini-Arunachal because it is home to different tribes of Arunachal Pradesh. Khamptis are the main inhabitants of the area with Singphos, Morangs, Deori’s, Adis, Galos, Mishings and other people settling there.

He gave assurance for creation of a separate Lower Lohit District comprising of geographical area of Namsai Sub-division excluding Wakro Circle. He said the matter will be taken up in the next cabinet meeting.

Taking serious note of the flood damages caused during the last September flood, Tuki said that flood Relief of Rupees 1 crore 10 lakh has been granted to Tezu and Rupees 15 Lakh has been provided to Namsai.

He promised to provide some more fund to Namsai sub-division as relief measure.

For road communication which was totally snapped during the September flood, Rupees 2 crores each to Tezu and Namsai Sub-division have been granted for road restoration and communication.

Memorandum for crop damage relief of Rs. 4 crore will be considered in the future and the funds will be given through the Deputy Commissioner and Additional Deputy Commissioner of Tezu and Namsai respectively, he told.

Expressing concern on the Kamlang River creating havoc during monsoon season, he informed that a Flood Management Scheme has been sent to Delhi for grant in aid.

Appreciating the idea of development of tourism at Parsuram Kund initiated by MLA Nang Sati Mein, the CM opined that the completion of Trans Arunachal Highway alongside the completion of Bogibil Bridge will change economy of Lohit and Anjaw districts. Under the leadership of Pema Khandu (Minister Tourism) Tourism development schemes are undergoing a new phase and Tuki asked the Minister Tourism to make a proposal for proper development of the place whereby tourism can be promoted.

One of the initiative of the State Government to promote Tourism as well as employment is to scheme to provide 100 numbers of Tourist Cabs to 100 youths. He appealed to the people of the area to take advantage of the Chief Minister’s Disability Scheme. He said, person with disabilities should submit required documents to the authority to be a beneficiary.

Discouraging use of opium, he encouraged everyone to engage themselves into healthy habits. I will provide any possible assistance if you all stop taking opium and start other prospective activities like tea or rubber plantation or any other alternative activity provided it is useful and can contribute to the development of the people and region alike, he said. He encouraged the youths to take up games and sports.

CM donated an amount of Rupees 10 lakh to the Organizing Committee of Poi Pee Mau Festival.

Nang Sati Mein, MLA Namsai while welcoming the Chief Minister and other dignitaries highlighted the importance and meaning of Poi Pee Mau festival. She told that the word Poi means Festival, Pee is Year and Mau means New and as such Poi Pee Mau is the New Year celebrated by the Tai-Khamptis all over the world. On this occasion we all exchange pleasantries with one another and pray for good times ahead, she told.

She stated that Namsai sub-division had been facing ups and downs and jolts due to unwanted extremism. However, with the timely and effective intervention by the administration and security forces, peace and tranquility has been restored and with the restoration of peace, the development activities in the area have also been flourishing, he said contently.

On the august occasion, she informed that the construction of a Polytechnic College, construction of Nursing School, renovation of roads, installation of high mast lights and many development works are going in Namsai. In addition to all this, a new private University and another college under the banner of the Mahabodhi Society are also being started in Namsai. She expressed her gratitude to the CM Tuki for all the developmental progress in the region. She also remembered the Lt. Dorjee Khandu, former Chief Minister who provided the required fund for building permanent structures in Poi-Pee-Mau ground.

She submitted a memorandum containing needs and demands of the area to the CM.

Admin declares bandh illegal, seeks cooperation

ITANAGAR, Dec 14: The Capital Complex district magistrate in exercise of power conferred under section 144 CrPC has declared the proposed 36 hours Capital bandh on December 17 as illegal. The capital magistrate also directed the bandh callers to abstain from any act that may affect right, liberty, safety or security of common citizens or that may cause disturbance of the public peace and tranquility or may cause a riot or affray.

SP, Itanagar is also directed to take all necessary preventive steps. If anybody is found to be violating this order, action may be taken against them as per provisions of law, the order said.

Bandh calls cause untold hardship and miseries to the common man, particularly wage earners, business communities, patients, etc, besides creating serious law  and order problems and necessitating deployment of Police, Magistrates and logistics, which involves huge government expenditure, the  Capital district administration said.

The District Administration also requests for cooperation from the Arunachal Pradesh Chamber of commerce and industries, all the Market Welfare Committees, Petrol Depots Association, Banking Community within Capital Complex and appeal them to carry out their routine business as usual. All the Public transport associations are also requested to appeal their members to ply their vehicles as usual to ensure public convenience, the administration said.

 

 

DPS dedicated to people of Arunachal

Students advised to desist from unionism

ITANAGAR, Dec 14: Chief Minister Nabam Tuki yesterday evening dedicated the Delhi Public School (DPS) situated at Jollang near here to the people of Arunachal Pradesh in a simple function at the school premises. The dedication ceremony also coincided with the school’s annual function.

Established on April 24, 2006, the DPS Itanagar got elevated to senior-secondary level from this academic session.

Witnessing a colorful cultural programme presented by the students, Tuki congratulated the Eastern Education Promotional Society (EEPS), which runs the school with T N Thongdok as the Patron-in Chief and Takam Pario as the Chairman. He said establishing a DPS in Arunachal Pradesh itself is an achievement and expressed hope that the school would live up to the distinctive reputation of the DPS family.

Addressing the students, the Chief Minister advised them to desist from unionism, agitations and indulgence in petty politics.

“Lives of many bright and promising students have been spoilt due to their indulgence in unionism and politics. Many leaders, both student and political, with vested interests may try to lure you away from your academic career in the name of unions, organizations and associations but you have to make it a point that your career and future is more important to you, your parents and your state than anything else,” he said and expressed optimism that the DPS Itanagar would stand out and set an example in this regard for other institutions to take a cue from.

Besides the quality of education, Tuki also expressed concern over the safety and over-all growth of children in educational institutions. He appealed all schools and authorities concerned to give special attention to safety measures, particularly in this season of picnics, parties and festivities.

 “If our young friends are safe, our future is safe,” he observed.

Responding to a memorandum submitted by EEPS Patron-in Chief T N Thongdok, the Chief Minister assured to sanction provisions for a flood protection work along the River Pachin to save the school campus from erosion by the river in future. The school has a compound of about 16 acres of which 185 mt of border land lies adjacent to the river bank. Giving a go-ahead for the authorities to start flood protection works immediately, he assured the required fund would be granted in a phased manner.

The ceremony was also attended by Rajya Sabha MP Mukut Mithi, Lok Sabha MP Takam Sanjoy, Parliamentary Secretary for Tax & Excise Lokam Tassar, APEDA Chairman Kumsi Sidisow, principals of various schools, parents and invitees.

AAPSU reacts to writ petition

ITANAGAR, Dec 14: One Utkarsh Agarwal of New Delhi filed a writ petition (No. 503) with the Supreme Court of India challenging the 24th general conference cum election of AAPSU.

While taking up the writ petition, a SC bench comprising of the Chief Justice, Justice Surinder Singh Nijjar and Justice J Chelameswar, in its order passed on November 23 stated that, “The elections, as scheduled, may be held, but the results should not be declared till next Friday, i.e. 30th November, 2012 or until further orders”.

In its next hearing on 26th Nov, the same Bench stated, “….The interim relief granted on 23rd November will continue till further orders.”

The apex court ‘orders’ came ahead of the student union’s election – rescheduled on Dec 21-24.

The respondents mentioned in the petition are the state of  Arunachal Pradesh,( through CS), the Registrar, Rajiv Gandhi University and the president, AAPSU.

 Reacting to the SC order, the outgoing AAPSU president Takam Tatung has accused the State govt of maintaining “double standard” and playing “politics” with the union. While stating that the he had received the SC order just Wednesday, Tatung flayed the govt for not informing AAPSU and acting upon it despite the fact that the Chief Secretary’s office had received the FAX copy of the order on Nov 24, 26 and 29 last. “Was the PIL filed on the behest of the state govt?”, he queried.

Stating that “it was the duty of the state govt” to inform the union about the court matter, he said AAPSU has demanded the govt to file a vacation-petition against the stay order in the interest of the state. Also informing that the petitioner is not known to him, Tatung also called upon the state govt to verify the antecedents of Agarwal and his interest regarding AAPSU.

Stating that 347 arms were recovered by police during the deferred 24th election of AAPSU at Ziro, Tatung again hit back at the state govt for not making any arrest in this connection.

Further, AAPSU has appealed all including NGOs, civil society bodies to come together for saving the image of AAPSU and reveal the “cheap politics” being done. Tatung said, “with respects to the SC order, we want to inform that the coming elections will be held as per the schedule.”

Apologizing to the Christian community of the state, Tatung said that AAPSU was not against any religion and the election dates cannot be rescheduled as later on it might turn out to be a law and order problem.

Meanwhile, Tatung today informed that he has met the BJP national president Nitin Gadkari here last evening and discussed about the issues confronting the state and North East in general. He said Gadkari, who was on a two-day state visit, has given the commitment that his party will raise in the Parliament the issues concerning NE region including Arunachal Pradesh – China’s repeated claims on Arunachal territory, the matter of stapled visa being issued by China, and the demands for sealing of international borders with Bhutan, Myanmar and China, and putting a stop on discrimination of Northeasterners in mainland India.  

 

 

Daporijo gearing up for Si Donyi celebration

DAPORIJO, Dec 14: Hectic preparations are going on at Daporijo and various other places of the state for celebrating the ensuing Si Donyi festival. Si Donyi, the most important festival of Tagins, is celebrated by the Si Donyi believers all over the state during the first week of January.

This time, the festival would be celebrated in a grand manner at Daporijo. Various cultural and sports events are being organized as part of the festival at Daporijo.

Si-Donyi football trophy has already started at Daporijo and Dumporijo with more than 25 teams participating in the tournament. Teams representing various clubs, villages, circle, colony and associations are participating in the tournament. Winners of the tournaments in both the places and individual winner would be awarded trophies and other prizes by the chief guest during the final day of the celebration.

Archery competition would be one of the major sports events being organized as a part of celebration. More participation are expected to participate in this sports as compared to other sports events as opined by the public.

Selection of the Nyibu (Priest) has been declared by joined committee members of Si Donyi celebration 2012-13 under practicing local procedure of selection.

Mega folk dance “Si Dalo” would be performed by more than 800 women in the ground during the festival and will be the centre of the attraction in the festival. “Si Dalo” has been performed in every Si Donyi festival.

Si Donyi festival has been celebrated since the time immoral. The festival symbolizes mother Earth and Sun God. People pray in this festival for the well being of whole world and hormony in the society.

Si Donyi festival was originated from Upper Subansiri district and was initially celebrated by Tagin Tribes hailing in the bank of river Subansiri and outskirt of Daporijo township. But now this festival has attracted many believers by its ideology and the festival is celebrated in widely in the state.

During the festival people come together in one platform irrespective to caste, creed and religion and celebrate together showing the sign of brotherhood and leaving behind the message of “Saarve Bhaban Tu Sukhi Naha”(Let whole world be in peace).

 

 

Departmentally raised forests in state are under threat

The protection and preservation aspect of forest in Arunachal Pradesh has been a tough job in many sectors and is now a more difficult task to contend the forest properties when the custodians are marginalized by multiple forces due to a trend. The officers and staff those who raised and protected these forests during NEFA days have left the state and most of them have  made heavenly abode as their home.  The responsibilities have  fallen on new brand of officers and employees after the departure of old conservators.

The people of modern society are educated, socially advanced, economically progressed and politically conscious on matters related to environment but unfortunately they are marching for adverse consequences. The nursing and preservation aspect is nowhere seen and this has been a question mark. Now rampaging destructions is order of the day. Such situation has been seen at Durpang, Banderdewa, Kakoi, Gumto etc. These raised forests that falls under reserved forests are under constant threat and de-reservation policy, if effected, will totally eras them.

The plantation that started in NEFA around mid fifties at foot hill areas including the places mentioned above. One such a forest at 6 km Kimin   ( Koma -Seki ) is under serious encroachment. A visible Dao cut marks are found on the trees. According to custom it symbolizes  the claiming of ownership on the property. Interestingly, full-fledged Agri and horticultural activities are going on inside the planted forest. A wet rice cultivation fields have also taken place since last 3-4 years inside the forest. Even fencing with barbed wire has been laid like that of private persons. Total silence from forest department seemed to prevail.

In late eighties beat offices use to exist in the area. A bolder crushing industry has also come-up  near the area. If NoC has been issued by the department then it  is a ridiculous on part of the authority.

The Prime Minister’s initiative to conserve the tiger population will go in vein if such destructive  and mindless activity goes on. The national Parks like Namdhapa National Park and others are no exception when human encroachment and destruction is taken into account. These Parks will remain in history book without any Big Cat and its allied families.

 

 

A journey of value, revelation                and history – II

On 12th Nov, 2012 at 6 am I boarded a Tata Sumo to reach Mariyang (51km from Yingkong). This journey is full of visual delight and touch of history. After 10 km is Simong Village. While seeing Simong school I remembered late Taken Ngomdir (DFPO) who is visible in “Mile Sur Mile Tumara Tu Sur Bane Hamare” TV program. Late Ngomdir was a cultural icon of undivided Siang. He wrote and sang “Nendak loke adak loke ngunu takam atel. Bori-Bokar Karko-Simong ngulu takam atel.” It was and is still a rhapsody of social and cultural bondage.

After 27 km is scenic Gobuk village which is on left bank of Yamne River. Gobuk is climatically and topographically suitable for Sub tropical and Semi temperate crops. From Gobuk I looked at Derba area on the right bank of Yamne River. It has snow clad mountains, lush green forests, TRC fields all as continuous gentle slope towards Yamne river. After sometime, I reached Yamne Bridge. River-water is pure,  both banks are ideal picnic spots, hiking and herbal collection. After nearly 4 hrs journey,  I reached Mariyang  and lodged at  APPWD IB. At IB I stood and looked towards origin of Yamne River in the snow-clad mountain ranges and peaks. Then I turned towards Millang Village which is the last APPWD Road.

PEKI-MODI: This is a place among Adi community folk-lore which I heard about in my Pangin tenure in 1998-99. It is said that there is a salty lake where birds and animals come to drink. It is said there is also a village of 15 houses which may be shifted nearer to available modern amenities.

Then I turned towards Damro Village. Damro is a treat to eyes with continuous gentle slopes towards Yamne river. It is a continuous stretch of bold and dignified landscape of nearly 8-9 kms from Mariyang to use principles of landscape design according to my opinion. Beyond Damro there is a snow-clad mountain range. It is said that south of this mountain range is Dambuk region. When I was at Roing/ Dambuk (2005-10) I had visited orange gardens of R Pertin, Ex MLA, T Saring, Ex ZPM, Tokbong Borang, Ex APSU President and many others. Their gardens were situated at right bank of Sisir river. One day while visiting T. Borang’s proposed garden I went in a very old track with aged Jackfruit Trees in deep gorge. There were also broken scattered beads in a spot on the way. Borang told me that this is Adi Padams and Adi Millangs migration route from Damro and Millang villages.

History of Mariyang town:  In present Damro there is a place called Rabuk. In 1952, Late Gomik Dabi (grandfather of Tako Dabi, present MLA  Nari-Koyu) was posted as 1st Base Superintendent. He served there upto 1954. It was upgraded to APO II post in 1954. Late Daying Ering was posted APO II. He shifted the post to present Mariyang. He served there upto 1956. Later on he became MP (RS) and went on to become Dy. Food Minister in Nehru Cabinet. I think late Ongok Rome,  Late Bakin Pertin and Late Kabang Borang were MLAs of Mariyang at different period of time.

History of SDHO/SDO Posts: Till 1990s Mariyang had one HDO post with few staffs. It was upgraded to SDHO post in 1996 and AK Dubey was posted consequently. Both SDHO and HDO with all staffs were there. But later on AK Dubey was Posted to Nafra in West Kameng Distt  with the post.  Only HDO Post remained for some years. Lifting the SDO Post from Pasighat, on the verge of retirement PN Saikia was posted as SDO (Spices Dev Officer) to Mariyang who eventually retired in 2006. SDO was a nodal officer for all Spices Schemes for whole of the state in the Directorate of Agriculture /Horticulture. It was never a field and executing post in the district or subdivision but a liaisoning and policy matter dealing attached to the Directorate.  K Ado Jt Director & Sh L. Singh DHO were at Itanagar when they were SDO at different times.  OP Pandey,  DHO Rtd was posted at Pasighat when he was SDO. Many years ago SDO was in-charge of the only Spices Farm at Kheram, Teju Lohit Distt.

On 14th Nov, 2012  Ninong Ering, Minister of state for Minority Affairs delivered a public speech at Mariyang. On 15th November, 2012 N Ering and his team left for Peki-Modi at 5 am.  L Ering DHO, T.Tamuk DAO and myself left for Yingkiong after seeing off the VIPs. Air pollution in Asia

India’s Centre for Science and Environment (CSE) has expressed deep shock at the findings of the new Global Burden of Disease (GBD) count, a global initiative involving the World Health Organization, which says air pollution has become one of the top 10 killers in the world.

According to GBD, 65 per cent of the air pollution deaths occur in Asia and close to quarter of this in India. The GBD tracks deaths and illnesses from all causes across the world. According to it, in South Asia, air pollution is ranked as the sixth most dangerous killer. It is now three places behind indoor air pollution, which is the second highest killer in this region.

The study indicates a shocking increase in global death toll due to outdoor air pollution. According to the latest tally, air pollution causes 3.2 million deaths worldwide. This has increased from 800,000, last estimated by GBD in the year 2000 – a whopping 300 per cent increase. In the year 2000, GBD assessments had reported a much smaller air pollution-related burden of disease.

The new estimates of particulate air pollution are based on ground-level measurements, satellite remote sensing and global chemical transport models to capture population exposure.

Amongst the top 10 killers in South Asia, GBD ranks air pollution just below blood pressure, tobacco smoking, indoor air pollution, poor intake of fruits and diabetes. Two-thirds of the death burden from outdoor air pollution occurs in developing Asia including India.

Clarification to open letter to PWD & Finance Minister

Dear Editor,

This is with reference to the open letter to PWD and Finance Minister published in the Readers Forum on 14/12/2012.

The Wing Walls of height more than 15m of Sireng Bridge near Rottung on Pasighat-Pangin Road were washed out by flood water due to  toe erosion in the second week of September this year. And therefore the approach road to the bridge on Pangin side was breached. Since it was a case of toe erosion, constructing of approach road by filling was not possible and hence, a log bridge was constructed by PWD to facilitate connectivity at least for light vehicles.

In the first instance, a log bridge of 10m span was constructed but it collapsed in few days due to further erosion of the ground and then a bridge of longer span of 13m was constructed immediately and the road connectivity was restored.

Now, since Pasighat-Pangin Road is a part of NH-229 which belongs to MoRTH, State government actually cannot do much help. But considering the importance of Pasighat-Pangin Road and the exigency of work, with the personal initiatives of the minister PWD & Finance, funds have already been sanctioned by the state govt. for re-construction of the two wing walls of 15m height and 15m in length and the work is being taken up by engaging local contractors. The construction work is going on with great difficulty in order to protect the existing log bridge. There is a danger of the log bridge being damaged and road connectivity snapped anytime. However, the work is targeted to be completed by the end of this Month.

With this, I request the esteemed writer of the letter to bear with us for the inconvenience caused not only to the poor farmers but to every road users.

Liromoba needs attention

Dear Editor,

Through your daily I would like to highlight some of public grievances and lack of management by the concerned authorities in and around LIROMOBA circle. During recent visit to my home town, I was shocked to notice the following unwanted facts ;

1. The    daily activity of Liromoba Govt. Hr. Sec. School is beyond explanation. Classes of almost all class had to satisfy with a maximum of 1 or 2 period during the day and as such students remain idle whole day. If asked for reason, the student replies, "NO CLASS TEACHER”, so no class. How long such condition will continue and school will run only in namesake? This is too much and in fact I am ashamed of the carelessness on the part of concern authority and senior citizens of the area.

2. The condition of Mini Stadium of Liromoba is horrible and becomes piggery and herd although it has Reinforcement Cement Concrete (RCC) wall. One of the reasons for it is that door/gate locking system of stadium is not maintained properly. Whereas it is believed that the gallery of the stadium was constructed at the cost of 80 lakhs during 2010 - 2011, then why it should not be maintained properly?

3. The drainage system of the Liromoba town is completely neglected due to which they over-flow on the road which causes unnecessary inconvenience to the people and much dirty garbage are laying here and there. But the concerned Department i.e. PWD is doing nothing.

4. lt is heard that, Liromoba is rich in Electric supply as LIGO - HYDEL is well functioning but to my utter surprise Liromoba township itself is covered with Darkness and still the people do not forget to hold Torch – light. This is because the Electric pole of Street Light is without a single piece of tube light as such there is not a single pole which gives light in the Street.

Therefore, may I request the concerned authorities as well as NGOs if any functioning at Liromoba to look into the above public grievances and do something for early remedy of the same as these are the basic needs of the people. I also would like appeal the Panchayat Leaders and senior citizens of the area to gives emphasizes in such matter for well being of the area and advancement of the people.

Stop circulating hate messages

Dear Editor,

Karko-Ao Welfare Association (KAWA) strongly condemns SMS and message being circulated in various social networking sites about one Jhony Riba allegedly spreading HIV/Aids in various districts of Arunachal Pradesh. Further KAWA wish to inform you all that we had made in-depth investigation regarding the alleged person and found that there is no man called Jhony Riba within Riba clan in particular and Karko family in general. No doubt the person mentioned as Jhony Riba in SMS is exists in practical but he is not a Riba. There is no report of HIV/Aids infection so far; however, he is reported to have indulged in petty robbery since childhood. As such we condemn the hate networking of such infamous SMS and Social Networking which tarnish the image of a particular clan. Such SMS should be stopped immediately and Govt, is requested to apprehend the person who is the source of fake SMS and wrong information feed in social networking sites.
